| Although the majority of jobs in U.S. Businesses are filled by Americans, a small yet crucial percentage of jobs remain unfilled by the local labor force every season. A lot of businesses have started to rely on foreign workers to fill the entry-level seasonal job void. Local businesses have two alternatives for recruiting the foreign labour force they need: filing for H-2B visas or employing J-1 student visa holders. Both visas help to serve a temporary demand for unqualified entry-level employers. Recently, hiring H-2B visa holders has been of importance for hospitality, housekeeping and catering industries in the hey of a season. Each season a total of 33, 000 H-2B visa workers are permitted into the USA. H-2B visa holders arrive the States twice a year: from October 1 to March 31 (winter season) and from April 1 to September 30 (summer season). Therefore, the number of H-2B workers amounts to 66, 000 people per year. Because of the complex H-2B visa application procedure and the existing limits on its usage, some employers are seeking J-1 student visa holders instead. There is no limitation the number of issued J-1 visas. The law allows J-1 student employees to have several jobs simultaneously. Students fill in all visa applications in their mother countries and are either sanctioned or denied by the Visa Council of the U.S. Embassy. Hiring J-1 student visa holders has appeared to be a great solution to the shortage of labour. For many employers they are a viable alternative. Nevertheless, J-1 visas have the downside. J-1 student visa workers are only permitted to work 4 months a year - the period that covers their summer holiday time. Student employees work for about 90 days, starting from June, and then discover the USA for a month - the so-called grace period - before going back home. It means that J-1 student workers can legally stay in the United States for about four months. As for H-2B and J-1 visa holders, the Work & travel USA Program is an opportunity to travel, earn some money and improve their CV. |
